Yes, but there is not a 1999 one in those pictures, They just don't "happen" every year.
Are there even any 1999 DDO's listed anywhere? Not on Variety Vista......

only thing I seen was kind of looked like the 1997 from afar. But I have not found it any where to compare that year.

Can't tell what that is - doesn't have any characteristics of doubling - looks more like hit that dished out the metal .

so zoomed all the way in its just thicker then the rest of the ear. SO I have debunked my own double ear

I included it because the 2nd picture shows a 1999 coin. Also, other examples from other years can indeed help to know what to look for.
