Ebay Bid Retractions - Is There A Max Allowed?

I was outbid on an ebay item and took a look at the current high bidder. This person has 349 bid retractions in the last 12 months. Seems like a lot, so I was wondering if there is a point where ebay steps in.

I had a similar thought.

75% of bids with one seller is pretty suspicious.
Could be helping a friend, as Dearborn says.
