The far away FG is a CAM.
The close FG is a WAM.

1998-D coins didn't have a WAM variety (supposedly).

This is a badly corroded normal CAM reverse for the year and mint.

Suggest you first learn the years where WAM/CAM varieties exist.

1998-D is not one of them.

Then, to distinguish between learn how to tell the difference.

The easiest diagnostic to see is the spacing of TAT in STATES.

If the TAT are evenly spaced then it's a WAM.

If the A is closer to the second T then it's a CAM - which is your coin.

agreed this is a CAM.

Also this is in the wrong area, so I'll move it to the modern coin area.

Close AM. It's normal. It's the 1998, 1999, and 2000 Philadelphia Wide AM's you want to look for. https://www.lincolncentresource.com/wideams.html
