To my eyes looks more like a feeder finger die gouge damage error. I too have a number of 1921 Morgan dollars with those sort of gouges. Sometimes they are on the reverse, sometimes obverse.

Looks like dried glue, where the reverse was displayed in some way. Silver dollars have been used in a lot of ways over the years, belt buckles, necklaces or just glued to a surface of some sort.
