Pictures are too out of focus to tell what exactly is.

Need more in focus photos to tell. Could be PMD, but we need better photos.

Edit: I am thinking it could be legitimate Clipped Planchet.

I'm leaning toward genuine because of the Blakesley effect on the obverse. Agree that better pics are needed.

It is called a planchet clip, not chip.
Looks genuine to me with Blakesley effect on the opposite rim.

I have posted way to better pictures I'm sorry about the bad ones I posted earlier. Could someone maybe shoot me in range of value. From my understanding there's not many specimens of this error in that exact year? Not sure though! Does that increase the value if it's fact?

A clip can occur on any year of any denomination so it would be
almost impossible to say what year had the least clips.
As far as value, there is one for sale now that is similar to yours with an
asking price of $18.00. That doesn't necessarily mean it will sell for that.

One more question what Is that a disfomatiy, more from the CP error, or if a different type? the bottom left of the obverse rim above the 2 but underneath IGWT its like it's beveled somewhat or along those lines it Just on one side though

..that area is the "Blakesly Effect" which is commonly seen opposite of the coin clip area.
