Unreasonable buyer warning. You can see for yourself from the screenshot I just took of his "feedback left for others" page. If you're a seller, do yourself a favor and block asap.

If you're having trouble reading the username, here it is to cut and paste:

Profile says US buyer but shipping is to a freight forwarding company in Florida.

Every feedback in the screenshot is neutral. Seven straight for six different sellers - I cut out the sellers user names from the screenshot. All posted today.

I thought sellers could only leave positive feedback for buyers? Wouldn't that mean those neutral reviews are buyers who purchased from that seller?

Buyers on ebay can only get positive feedback- I think this is outrageous- what's the point? If ebay doesn't want them to get feedback, they should just not provide it for purchases, or replace it with "number of items bought".
I have seen many buyers who leave unreasonable feedback for sellers- this is one of them- thank you for posting, I already blocked this buyer.
Some buyers who do that, are just enjoying their immunity and love to play the judge, some may have a valid reason, but usually are not flexible. For example, I recently cross shipped 2 coins (sent to the wrong buyers). One notified me, didn't give me negative and eventually got the coin he wanted. Another just gave me negative feedback. Justifiable- yes. Still- different response to exactly the same event.
Also, there are sellers who have connections at ebay, who get their negative feedback routinely removed without any justification.

Does the neutral feedback somehow impact your seller rating or the fees you pay to ebay?

No, neutral feedback doesn't affect anything, just perceived as "not that good".

arkadyn is 100% correct - while neutral feedback does not impact financial metrics, it is perceived as "not good" and does (it is widely speculated, though ebay won't confirm or deny) impact your product placement position through their algorithm. Whether or not buyers care if sellers have a recent neutral feedback obviously depends on the buyer. Some do, some don't.

The screenshot I included is showing the feedback given by a buyer to six different sellers from who he recently purchased. Only buyers can leave variable feedback; sellers are restricted to leaving positive feedback only. No reason was given for any of his neutral feedbacks, just a "." or in one case a "/".

Yeah, it's pretty dumb. I had to cancel a sale due to non-payment. That buyer is still stuck in my Needs Feedback queue. I guess it will be there forever, because I'm not inclined to give a + to someone who stiffed me.

I do understand the OP now. Block this guy as a buyer because he leaves unwarranted neutral feedback, perhaps purely out of trolling or poor manners.

Gotcha. I thought is was No Feedback and now see they were all Neutrals. Not good form.

Why not use a feedback revision request if this is an issue?

I'm only asking so I can learn a bit more about how ebay operates and how sellers are impacted by feedback.

You can only ask the seller- he won't change it. I usually ask when I get a negative- have not been changed ONCE by the buyer. Thankfully I don't get too many- I am as good of a seller, as anyone can be (meaning I will do anything not to get it), still doesn't help.
You can check my ebay ID-same as here. One for coin not delivered by USPS, one for sending a wrong coin- of course my fault, but I corrected it. Got them for coin being smaller than expected, larger than expected, simply not what was expected, too expensive ( like I forced them to buy it), taken longer than expected for postal services to deliver and many other reasons.
