arkadyn is 100% correct - while neutral feedback does not impact financial metrics, it is perceived as "not good" and does (it is widely speculated, though eBay won't confirm or deny) impact your product placement position through their algorithm. Whether or not buyers care if sellers have a recent neutral feedback obviously depends on the buyer. Some do, some don't.
The screenshot I included is showing the feedback given by a buyer to six different sellers from who he recently purchased. Only buyers can leave variable feedback; sellers are restricted to leaving positive feedback only. No reason was given for any of his neutral feedbacks, just a "." or in one case a "/". |

Unreasonable buyer warning. You can see for yourself from the screenshot I just took of his "feedback left for others" page. If you're a seller, do yourself a favor and block asap.

Following up on my initial post. I was unable to find an authentic coin shop in either Istanbul or Athens.
I did find one shop in Istanbul that had a few coins, priced at a point where the seller apparently wants to keep them forever.
The Monastiraki Flea Market in Athens was a bust - only some modern Greek coins pre-packaged for tourists, also very overpriced. |

Definitely not genuine.
There's no example, in my experience, of any German minted coin with a mint mark (in this case "J") as large as shown here.
Also, gave it just enough damage to make you think it's old. But the German Empire didn't come into existence until near the end of the Franco-Prussian War (January 1871) - well after 1813. And there was never a Wilhelm V. |

On April 1 I purchased a cool, relatively inexpensive set of Moldovan coins from a seller in Moldova.

On May 8 I received the following message from the seller: "...Your order has shipped 8, May Order shipped with ground post service to Europe, than with cargo or charter flight to destination, because due the war in Ukraine air post service in Moldova to most countries still closed. Delivery will take more time that usually...."
Friendly enough, and I have no problem with longer international delivery times, especially since the seller has good feedback. But...
1. Why did it take 38 days from purchase for my coins to be shipped? (If my coins come I'm actually not too concerned about this - everyone has issues they're dealing with.)
2: USPS and Canada Post are not identifying any postal delays for Moldova. Given the war in Ukraine I would expect postal service from Ukraine to take longer. But this seller is in neighboring, peaceful Moldova. His statement about the war in Ukraine raises eyebrows because I purchased a coin from a seller in Ukraine 18 days AFTER my purchase from this seller. That coin arrived on May 9th.
I messaged the seller with my concerns, without reply. I'm willing to wait it out, but just in case....I want to clarify: what is my window for opening an INR case?
From past experience, long ago, I want to say that the window is 60 days from date of purchase, however, a Google search identifies 30 days from the last date of estimated delivery (which is June 15). I haven't opened an INR case in years, so wondering if in the meantime eBay has changed their policy on this issue?
