This commemorative silver dollar is UN-circulated, and has been encased since 1994. I see multiple die chips... As well the stairwell wall seems to have the depression design of its arch. Is the opinion of $50., value true?

with bag marks ( Reed Marks) on the woman's coat, struck-through wire or thread on the W, a hit on the O, and not sure what you're referring to on the stairwell. I don't think the struck-through adds much if any numismatic premium.
Proof versions in OGP, slabbed PF69, and slabbed MS69 specimens can be obtained for $40 or less.

Nice images of your coin, but I'm afraid that the summary from Hondo just about sums up this coin.

I am wondering, I do not remember, in detail, this coins design off hand.

I do see what Could be CLASH marks, in " the stairwell "..... Am I wrong, Maybe better, Clearer, Photos....
