Ebay Requiring Shipping Before Seller Receives Payment?

I won an auction for a 1902 British farthing this week. I paid right away using PayPal. As far as I can tell, my payment went through.

However, the next day I received this message from the seller:

Hello buyers, I have been with ebay 25 years. I have bought and sold items the whole time. This the first time ebay has ever withheld my money, insisting that they will pay me my money later after you have received the items. ebay has never worked this way in the past. I will talk to someone in customer service tomorrow. if I can find a phone number. No AI generated service. If I do not get paid before I ship, I will not ship. I will cancel all sales and current items, if I have to. Sorry this is happening.

Has anyone else experienced what this seller is going through? Is this some sort of technology glitch on ebay's part?

Yes, when you first start selling they do this. It happened to me again-I believe I shipped an item a day after ebay's ship by date and they did it again but it was lifted after subsequent items shipped on schedule.

I heard back again from the seller.

He has been selling on ebay for 25 years and has over 1600 positive feedbacks. This still sounds strange to me that they are saying he has to ship the coins before receiving payment from ebay. I sold on ebay for thirteen years and never experienced anything like this.

Here is what he wrote:

To all current buyers, I did talk to someone in customer service and she verified that they would not be transferring my money. 25 years with ebay means nothing to them. This is the first time ebay has ever withheld my money, insisting that they will pay me my money later after you have received the items, then they will interview or survey you and then decide whether or not to pay me. ebay has never worked this way in the past. If I do not get paid, I will not ship. This is degrading abusive treatment and I will not accept this. I will cancel/refund all sold items and cancel current listings. If by tomorrow morning, Sunday 2/2/2025 this isn't complete, it means they have stopped me and won't allow me to do this. At that time,you will have to ask for a refund yourself.

Sorry for the whole situation. All ebay had to do is pay me my money, as agreed 26 years ago when I joined.

Yeah, Newbie sellers they would do that to...but also, if you start selling in a different category, they might do that too. A friend of mine gave me some stuff of hers to sell. One item was a heavy gold ring. Yeah, I got the same treatment when I sold it because I had never sold in that category before and it was a relatively expensive item at that. I haven't sold on ebay in about 10 years. It was bad enough back then, I can imagine the problems that exist now with all their new policies. It was so stress free when I received my postal money order in the mail, and I carried it to the post office and cashed it as I mailed out the buyers purchase.

Was just reading a thread on this yesterday. From what I gathered it is only the UK - at the moment. Whether that is a test for what might be coming to the US is unknown. If they do implement in the US, I'll surely drop the ebay platform as a seller. Not so much because of the withholding of $$$ but rather...I ship mostly using EDS (sub $20 items) and 20-25% of the time the tracking never updates. The only time I know an item was delivered on these is from Feedback, it never shows delivered. What I won't do is fight ebay on all these unverified deliveries.
I swing a metal detector and have a knack for finding dirty old coins.

I had stopped selling on ebay for a while, but when I started back up in the middle of last year, they held my funds for a while. However, they have always eventually paid me. I just consider it normal now.
