Could be a Weak Strike or a Greaser.

Don't know why it's "roughed up" in that area. Could it have been PMD?

I'd like to offer an alternate, fourth option: we know that this general region of the coin is often struck up weakly due to the majority of the metal flowing into the die to make Abe's bust. Perhaps this blank was a little bit light on metal and just didn't strike up as much as the mint would have liked.

That is true but then there is the fact of the "scrape" marks in that area.

This is a zinc core cent, therefore those "scrape" marks in order to remove the E would have exposed the core. Missing E makes me feel it was due to "grease" and the weak bottom part of the lettering in STATES is due to the "metal" being needed for the bust on the obverse.....That's how I see it...Lovely looking cent though

Something weird is happening with the site...can't edit and have to log in with each click.

So I'll add me edit here: Photo 1 and 2 seems to show this cent in plastic...Lenzos is this cent in a mint set ?

Ah Ha! Lest we not forget about the elusive 95% copper 1983 cents that are close runner ups to the 1982-D small date coppers that are constantly being found!

Yes its a mint set from philadelphia also Denver mint but no error on Denver mint set
