It is the standard English-language legal term used for spending or attempting to spend counterfeit money, or to otherwise allow counterfeit money to enter circulation (such as by depositing it in a bank, or giving it away to friends). The French version of the law uses the phrase "mettre en circulation". The term "utter" dates back to English legal usage, codified back in Shakespearian times when the common definition of "utter" meant "to say that something is true". Intent is important: to be convicted of uttering, they need to prove that you (the utterer) knew it was fake. Someone who innocently receives a fake coin in change without looking at it closely and passes it on to the next person, is not uttering. But if you innocently receive a fake coin in change, examine it closely, discover it is fake, then decide to spend it anyway, that's still uttering.

The Canadian law also includes within "uttering" any attempt to export fake coins out of Canada. Importing fake coins into Canada is covered under the "possession" charge.
