I am considering buying this coin. Not really sure what it would be valued at graded and PCGS slabbed. The seller is asking 400.00 at a starting price. Should I try and go lower, super low or just avoid it? I was going to offer 300.00 for it but I wanted to ask here first to get some constructive criticism.

Do you think that you'll encounter another one like this? Buy it.

Trust me, I want it! I just didn't want to pay too much for something that may not be worth it. Given the responses I will buy it. Also, it came from a Philadelphia mint bag according to the seller who also lives in Pennsylvania.

That coin is worth a lot more than $400 if not counterfeit. Looks legit but can't really say for sure as I've not looked at a lot of clad stuff.

Looks good to me for being genuine, and IMO worth more than $400. Being from a mint bag seems plausible and super cool. Love it!

Don't ask questions. Buy it !
If someone else hasn't already pulled the trigger before you.
An impressive error .Multiple strikes as clear, and of this quality, are very few and far between.

I would expect a price of several thousand for a piece like this. I see nothing that makes me think it's a counterfeit, but I'd have to have an expert error coin dealer take a look at it first. Why hasn't it been certified yet?
ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting? Please DON'T! When in doubt, leave it dirty!!
