What are thoughts on this spot notated by arrows? Could this be some sort of die error? Or maybe a planchet issue?

It's NOT an error. Looks like it's been scrubbed and rubbed and probably dug. Green verdigris and corrosion still present from being a ground find. A cull. Polished. Typical for a dealer's junk box.
