Odd little coin.
With Constantine I the GLORIA EXERCITVS reverse is usually paired with the CONSTANTINVS MAX AVG obverse. This is just CONSTAN-TINVS AVG.
There are some early Constantine II issues of Antioch with matching legends, so that might be a starting point (I can't find any with the two standards reverse, but they might be out there.)
Also possible this is an imitative issue or even a mule.
