Question About A 2 Cent Euro Coin

I found this coin in a roll of pennies. I cannot find this particular year/images/denomination combo anywhere. The closest thing I've found with the same images on obverse & reverse as this coin are from 2000. ( As shown on the last 2 photos).This is a 1999. And all the 1999 images I've found online don't match the ones on this coin. What am I missing? I'm sure it's simple to someone with knowledge of foreign coins....Help!! Oh, sorry for the upside down 2nd image



The coin below matches images and denomination but is a 2000.

It's a normal Netherlands 2 euro cents. According to the euro catalog I use, 109,000,000 were minted, so it's quite a common coin.
