Short Title

- FIFA World Cup 2026 Commemorative Coin Act

Proposed Year of Issue

- 2026

Purpose

Note: FIFA refers to the Fédération Internationale de Football Association.

To commemorate the FIFA World Cup 2026 and support US-based soccer programs.

"Congress finds the following:

(1) The FIFA World Cup 2026 --

(A) will be held in the United States, Mexico, and Canada;

(B) will be the first time the Men's World Cup has been held in the United States in 32 years; and

(C) will be the second Men's World Cup hosted by the United States and the largest and most inclusive World Cup ever hosted, with 48 teams in 16 cities across 3 countries.

(2) Host cities and locations in the United States will include Atlanta, Boston, Dallas, Houston, Kansas City, Los Angeles, Miami, the New York and New Jersey area, Philadelphia, the San Francisco Bay area, and Seattle.

(3) The FIFA World Cup 2026 will be organized under a FIFA-led operating model, which was introduced in the FIFA Women's World Cup in Australia and New Zealand in 2023.

(4) Through the FIFA-led operating model, the FIFA World Cup 2026 is being planned and executed by FWC2026 US, Inc., an organization exempt from taxation pursuant to section 501(c)(4) of the Internal Revenue Code of 1986, headquartered in Miami.

(5) The FIFA-led operating model includes a guaranteed framework for providing a legacy fund to each participating host member: The United States Soccer Federation, Canada Soccer, and the Mexican Football Federation.

(6) A FIFA World Cup 2026 commemorative coin program has the opportunity to shape a lasting legacy for the sport of soccer in the United States, support underserved communities, and celebrate a unifying global event."

Coins

- Up to 100,000 Gold $5 coins
- Up to 500,000 Silver $1 coins
- Up to 750,000 Clad Copper-Nickel $0.50 coins

Surcharges

- $5 coin: $35
- $1 coin: $10
- $0.50 coin: $5

Sponsor/Beneficiary

- FWC2026 US, Inc., "for the purpose of aiding or executing United States-based soccer programs and activities, including the promotion of --

(1) legacy programs of FIFA in the United States; and

(2) efforts to grow the sport of soccer throughout the United States, with a focus on youth, inner cities, and underserved communities."

Comments

Back in 1994, the US Mint and World Cup USA94 created an extensive array of packaging options for its three-coin Gold/Silver/CuNi Clad commemorative program (Check out Commems Collection) for discussions.) It's possible another such program could be envisioned if this coin proposal is authorized. The "completist" collector will need deep pockets!

Likelihood of Passage?

The House bill currently has 1 co-sponsor. (Passage appears to be an uphill battle.)

I'm with Frog on this one - not a fan. Soccer is just like tennis but on a larger playing area. (back and forth, back and forth)

I might be able to get behind this one. The event will have a lot of world wide attention, and finding additional sources of funds to support growing the USA capabilities seems like a good thing to do.

On the other hand - it's hard to justify a national commemorative coin program for any sport.

I'll join jbuck and go for neutral as well.

The Senate bill described above is a companion to the FIFA World Cup 2026 coin program bill previously introduced in the House of Representatives and specifies the same coin program parameters:

No to any sports themed coins, we will get more than enough for the Olympics in Los Angeles in 2028. Most of the pending bills thankfully die in committee.

Remember, the post 2026 quarters are sports played by youths.

The other problem with the commem programs is that it's not a lot of money. IF the coin sells out, the sponsor receives around $4.5m. With sales running as they're actually running, it's been a lot less. And they have to raise matching funds before the surcharge is released for whatever programs the coin(s) support.

ADDENDUM #2

On Spetember 17, 2024, the House of Representatives suspended its rules and voted to pass HR 7438 (2026 FIFA World Cup 2026 commemorative coins) before the bill had been reported back by the House Committee on Financial Services - atypical but not without precedent considering the number of sponsors it had gained.

The bill is now with the Senate Committee on Banking, Housing, and Urban Affairs.

The House bill currently has 294 co-sponsors.

- Per GovTrack: 37% chance of being enacted (i.e., becoming law) as of the date of this post.
