There are some MS graded coins in PCGS holders that look like CAM or DCAM.
or are MS coins only uniformly lustrous across the whole field?

any MS Canadian coins can have Cameos.

The difference in grading is PCGS denotes Cam for both sides of a coins whereas ICCS will give a cameo grade (or higher) when only the obverse has a cameo effect.

PCGS only designates PL coins as CAM or DCAM, not MS coins.
Until recently PCGS did not designate any PL or MS cameo coins.
There are many thousands of cameo coins in PCGS holders not designated as such.
It's a new revenue stream for them, hoping you will resubmit your cameo PL coins, and sometime in the future MS coins.

They did in the past, but it was quite rare :

How does an ms coin get a cameo effect? Don't cameo coins have some special striking that causes that effect? What makes them cameo in the first place?

According to Mike Sargent, Director of World Coin Grading for PCGS, this move is being made in response to numerous inquiries and requests from the Canadian numismatic community. While cameo frosting has long been noted on full Proof issues, this designation is now being extended to both Specimen and PL strikes as well.

From the above on the PCGS site, thre is no mention of MS coins. Why?
