Why no date or serial number on the note?

Its not an error, it is a remainder. The printer created extra's and then these were never issued hence they don't have the last printing (serial number). This happened a lot with US obsolete notes, I rarely see these for modern currency. I checked on ebay and these graded may have some value. I see a few for sale from $400 to $1250, but I see 0 sold, so most likely these just came on the market. I don't really know if it has any value as none are sold. I guess you can ask $300 and see if it sells.

Its also a Northern Ireland Note not an Irish Note. Northern Ireland notes are in no way as valuable as irish notes and don't have the collector base of Irish notes, so may not be worth much.
