Question On Ebay Backup Bidder System

Had a coin listed to start at $30 and with a BIN of $69. Couple hours before the auction would have ended, someone did the BIN price. Immediately I had a message from them apologizing, saying they didn't mean to buy it, and would I let them out of it.

Bidder B had a max bid of $68. Bidder C, $50. Assuming bidder A had not hit the BIN, and no one else bid prior to close, bidder B would have won at $51. But when I used the second chance offer, I was only able to offer it to them at $68.

Did I miss something?

Everybody bids more in the excitement of the auction. But a couple days later? The bidder gets a message saying would you like to buy something at $68 that someone else wouldn't pay for at $69. How likely is that to happen? No response from the bidder to the offer at $68

Was there a way to offer it to them at $51?

Also, when I tried to relist is a couple days later I kept getting an error message. Said I couldn't relist a second chance. This was at least a day after the offer expired. Tried "list similar "so I could use the same pics, same error message.

Had to start a whole new listing.
