Is there a database or tracker that will post the new in advance Mintage runs from the Mint without going through every item to see what they will be? I like to purchase coins that are low mint (just a hobby).

I don't think this is what you're after but it is the only one I know of the US Mint Cumulative Sales Figures

The First Spouse series tend to be really low mintage due to the cost of acquiring 4+ coins priced at $800+ a pop.

Other than checking the Mint website, I know of no other site that lists all of the future mintage limits. Most of the yearly Mint issues have no limits and are pretty much minted to demand. Special one year issues and issues such as the yearly commemorative coins and first spouse coins do have limited mintages which are determined on a yearly basis and announced on the mint's website shortly before they are released.

If we knew what coins were going to be valuable in the future due to low mintages, we would all be rich. Right now, aside from special one year only issues, the First Spouse gold coins, the 5oz ATB coins and the more affordable U.S. Marshalls/March of Dimes commemorative coins appear to be the coins with the lowest mintages this year.

Sometimes, the RAM gives forewarning of a limited mint run for NCLT issues.
The coins are sold in open public ballot at a price to be determined.

Same old story in the long run.
The price finally works out to be somewhere near at what the market will bear. All to the Mint's overall profit.
The Mint has to make a profit like any other business; in this case the stakeholders are ultimately the Australian taxpayers.

Sometimes, mintage figures are commercial-in-confidence, until the collector issue is sold out.

For bussiness strike issued for circulation coins, the mintage numbers are a response to issuing banks' demands, and are not known until the actual striking for the current date is known. What I find puzzeling, is the final mintage figures for these coins are not published for up to two years later.
