I'lm say MS-65. There's not really many marks on it.

If that is circulation flattening on IGWT then I'm going to have to go with AU58

I'm not seeing circulation on the rest of the coin or on the rims. There is definitely something going on with IGWT. I saw a couple similar to this one on PCGS photo grade but not to this extent.
