Isabella Quarter,
This Commemorative's obverse represents the Crowning of Queen Isabella 1 of Spain.
The posted photos are mentioned earlier, far to dark to suggest a grade, I would Agree that appearances show what Could be a Cleaning in spots.
I also see The " washed out " look on the Coin shown, Bland, Off Natural looking.
I have found these designs have Higher relief, and wear First in certain Small Areas, One of those areas are the Staff looking device, or Woven wand with fabric on it, on the Reverse it has Fine details. Along with the " rope looking chain " Those details are among the first to show wear if Any is present, Along with Her Pearl Necklace, Her Jeweled Crown between the horizontal two bands.
Look at the Same PCGS example shown, I see Perimeter toning along with a Natural tone across the Entire coin, With Luster everywhere. I also do NOT see any Luster on The ungraded example.
