Does look like a pretty good match for a Sikh Rupee (https://www.ngccoin.com/price-guide...id-1577031), but I think that the date may be off-flan for this coin as this design element appears to be well above the leaf on the die. Hopefully someone with greater knowledge of these things can confirm or weigh in with a better answer.
