Hard to see but looks like heat damage.

If it weighs normal it is heat damage after it left the mint,PMD.
If it is lighter than normal it is acid damage,PMD.

to the CCF and heat. The different layers heat up at different temperatures, that causes them to separate and causes a bubble.
