This is a contest that takes a large cent specialist to play with accuracy. We can however speculate based on general knowledge: I guess it was stuck over a foreign denomination of similar size and composition that was circulating in the US at the time. It could also have been a predecessor Colonial copper like the Massachusetts or Connecticut coins that appear here on occasion. That is more likely.
