@beatle, I am well beyond my area of expertise here, but I might have found one of these guys. It seems like Baber is an unusual enough last name that your guy can be found in a interwebs search with the keywords "CARL BABER" and OREGON. Evidently, there was a Carl Eugene Baber who was on the West Coast at around this time. Here is a pic of him on a horse:



You could reach out to his descendants at baberfamilytree.org to see if the signatures match. Again, I might be completely off here and also I recognize that your primary question is probably about the issuer of the checks rather than the folks that received them.

Burns is about 200 miles due south of where I live, so this is an interesting subject for me. As far as collector value of the checks, though, I would say it is minimal. Most collectors prefer checks that are eye-catching, with some illustration or perhaps a famous signature. These seem to be pretty mundane paychecks. There might be some local interest for an Oregon collector.
