This coin was altered. Note the rim is missing on the obverse, but is normal on the reverse. That tells it was altered. PSD (Post-Strike-Damaged)

@sdf, first welcome to CCF. Second, you pics are clear enough for us to tell what happened. I agree with @coop that this coin has been damaged (not a mint error).
