So they're jewelry boxes? Vanity cases? I see some humorous (to me) items in the tariff code, for example "Beak guards and blinders for pheasants" (3926.90.10).

I filed what's called a B2G adjustment . More bureaucracy, I guess .
My main object, and it is important, is to pin them down to the proper tariff code for items that are exported only for expertise . Coins , stamps , collectibles of any kind.

I had the opposite happen. I purchased some Canadian coins from an American for a ways north of $10,000 Canadian. It was only a small set of 6 coins, so not very substantial. Unlike what some people would likely do with such a small package, I declared them. The guy took one look at them and sent me to the specialty counter for customs. The guy turned the PCGS slabs over for a minute and then said, "Can you spend them?" I replied well I guess technically you could yes as they are legal currency. He said okay sounds good and put them through with no duty at all. I had been prepared for quite a lot of duty so that was a nice surprise! Best experience to date with customs of any type.

@ Levaril That happened to me as well last November coming home from some English coin auctions. Was sent to secondary at YVR and the shift supervisor came over and we discussed the coins . He said he was a bit of a collector himself. Asked if the pieces were all still legal tender currency in their countries of issue . Yes I said , he said have a nice evening !

I had something similiar with my 6 FREE PSA submission years ago. I had to go to Customs at YVR to clear the package.....dude mentioned that they could assess on the grading fees......I reminded them again, it was zero cost because they were my free subs from joining PSA......took awhile to digest that fact, but eventually got my stuff home unmolested.

UPDATE! So today April 4 , crossed the border again with another NGC submission return . Had all my " Ducks in a Row " as far as documentation goes for CBSA . Went to the agent , she took a quick look at my NGC invoice , asked to see a few of the coins . Looked at me , smiled and said " Have a great day! " I have not heard back on my formal appeal of the previous weeks debacle . Clearly a written ruling on Coin Grading , expertise, on the return of Ones coins to Canada from the USA is in order . The Harmonized Tariff Classification is just not anywhere to be found based on my research .

On Six separate visits to the States I purchased coins and returned to Toronto.
Three times the customs officer did not charge me any tax as they deemed the coins (they were all Canadian coins) 'legal tender' so no tax was charged.
Other three times, they deemed them 'collectibles', so I was dinged with the HST.
I didn't have the patience nor the 'fight' in me to dispute it at the time as I wnyed to get back on the road and get home.

Pacificoin, Might I suggest this HS# for future use: 9705.29.0000, Collections and collectors' pieces of numismatic interest: There should be no charges on your coins this way. Here is the link for looking up codes: https://hts.usitc.gov/Hope this helps

Thanks for your help , but does not really deal with the issue as initially described . Sent an appeal to CBSA , but will probably not hear for awhile as there is a government strike on right now.
