I am no authority on Canadian cent die clashes, but this is what I gather from MAD Die Clashes: Those gear shaped marks appear in several radically misaligned die clashes. Apparently, they are denticle clashes. While there isn't a listing for that particular coin, there are similar clashes from other cents of that era, notably 1963. If you follow the radius shown in your clash marks, that demonstrates that the dies were really quite misaligned horizontally and vertically, and I would presume rather tilted as well.
