I would say yes artificial toning and not a very good job of it IMO.

The obverse looks pretty scratched up on the face but still a beauty. I think AU-58 but I admit that I am not qualified to judge grades.

The new $1 coin reverse is alledged to be a tribute to native americans in the space program. It appears that you can call this a tribute to any people you want to see it in this reverse. (kinda generic IMHO)
