For 1967 nickels, it is quite unusual to have that level of step completeness on the left side. I would carefully evaluate whether that coin is an SMS strike or a business strike. Regardless, that flat spot in the bottom center steps would stop it short of full steps, unless the lines are visible from a different angle.

There are zero 1967 full step Jefferson nickels graded. Yours is most likely an SMS coin. Most business strike coins from 1967 look like the couple I posted in the thread a bit down on this forum titled '1967 you vs. NCG' Here is a link to the thread http://goccf.com/t/476709

Hi, thank you for the information you provided me. It was extremely helpful. It is difficult to determine the finish and if the coin would be considered full steps with such little information available. I really appreciate your time and the extra effort you put in in order to send me the link. It's not going to hurt sending the coin out to be graded. I am new to coin collecting, so it will be a great learning experience. Take good care.

 Listen to this guy! There is no one on this forum at present I would trust more than Brandmeister to answer your question as to grade or not grade your coin. If that is truly what you are asking in your title. IMO - your coin at best is an MS62 SMS worth a buck or two. Here is the highest graded 1967 business strike. There are only three graded by PCGS this high out of 46 million coins struck. The dies for that year were overused, over polished, and could not strike details in the stairs. Your coin has way too much detail in the stairs for a business strike.  Jaime Hernandez: The 1967 Jefferson nickel is one f the handful of nickels that is unknown to exist with Full Steps details on the reverse of the coin. With a mintage of over 100 million coins, there has never been one coin discovered with the Full Steps details o the reverse of the coin. Despite its large mintage, the coins probably just don't exist with Full Steps details. It's been over 40 years and not one has ever been found. The odds are that the Full Steps details were never on the actual dies, since most dies were very worn out with many of them being reused constantly instead of being re-engraved. The 1967-P, 1969-D and 1969-S Nickels, are the only business strike Jefferson nickels from 1965 to date that are unknown to exist with Full Steps details on the reverse design of the coin.
