Thanks for the reply--looks like Downies had at least 4 different collections of 8 medallions each, besides selling the latest silver coins I was asking about, that you linked to. Looks like the Downies medallion collections are silver plated for the first three collections and gold plated for the 4th collection.

Anyway this confirms that the medallions unlike the Niue coins are silver plated. Although they may all be produced at the same mint:
