I wasn't even aware that NGC had previously permitted dropoffs or pickups.

About three years ago, I made a major submission to PCGS from upstate NY and by telephone requested pickup at their Newport Beach, CA offices since I was gonna be in that general neck of the woods about the time they'd be graded. Also maybe get a tour of the place?, I asked. Lordy, you'd think I'd just threatened to nuke their building! I quickly got the notion they don't permit anyone inside their buiding; even their dealers don't get beyond the front desk. I didn't know because I had never asked before.

I suppose they have their security reasons for not having tours (both the Denver and Philadelphia Mints conduct tours, but Ft. Knox's gold is off limits), but not having pickups nor deliveries might be carrying security to paranoid limits. (Yeah, I know - extra security guards cost money.)
