Definitely not the tough C1 obverse..The bottom serif in the "N" in Regina must be unusually long and your cent isn't..

After looking at some diffrent pics ,I think its probably a obverse 2...

It's definitely an Obv 2. It doesn't have a smooth, rounded throat/chin and the tip of the neck truncation definitely is between the 2 beads. You can see the neck truncation not ending on the bead directly above the C in Canada from arms length. The neck truncation is the best ID, then the shape of the throat, then the N in Regina .. all say a 2.

I've found that the chin maker can be a little more difficult to determine with even slightly worn examples.
But as DEVLEC stated, the obv 1 has a distinct long lower sheriff on the N in regiNa. Here's a visual for reference.
