I made a post quiet awhile back and still havent ever figured out an idea on a possible value range on this coin as well as the grading.

Already had it verified by mike diamond in another post, its an incomplete punch or a partial cut planchet, but it also got hit twice with the punch before cutting it on the third.

I only see one incomplete punch, the blanking machine punches both sides at the same time.
You've been posting the same coin, same pics, and same questions for seven years now.
Give us something new to go on.
Hard to grade from your pics, we need clear, straight up , fullface photos of both sides.

Since the OP is asking for a value range I thought I would do less than a 5 min search for planchet error coins on ebay. I found this sold listing which has a few coins with various planchet errors in one listing that sold for $35.
