Response I received from the US Mint on my question of whether the 2025 proof set (due to be released on March 4, 2025) would include the proof 2025 penny:
"Thank you for your recent correspondence to the United States Mint.

The annual sets for 2025 will have pennies included in them as advertised.

The United States Mint administers all coin programs according to legislation enacted by Congress and signed into law by the President. The United States Mint must adhere to legislative specifications on coin subject, design, metal composition and production.

Because changes to the current laws governing United States coinage would require congressional approval, you may contact your U.S. Senator or U.S. House of Representatives member directly to express your concerns and ideas."

Also, note that according to the US Mint webpage, the US Mint has already minted in January 2025 the following number/mint pennies:

82.4 million cents from the Denver Mint
160 million cents from the Philadelphia Mint
TOTAL: 242.4 million 2025 cents so far (which is very significantly lower than the normal annual mintage)

Just went to the bank (in San Antonio) today to get rolls of new pennies to see if any had the 2025 pennies from the limited number that the Mint produced in January 2025. 40 rolls - all new pennies, but all are 2024-D. Bank says they just got these in. So at least in our area, I doubt they have released any 2025 pennies that were already minted before Trump's direction to stop minting pennies.

Does it really make sense that the 2025 cents that were minted would not be released? Wouldn't that be an additional cost to the tax payer if the US Mint had to destroy them?

No. Release the Kraken Cents!

Not directly, but it will negatively affect the Mint's bottom line.
