So I was thinking of picking up this bill, but not sure if it would quite make a VF-20 due to a couple small stains. It's definitely priced as a VF-20. Any idea on what it would grade and what to offer?

It looks like an F-15 to me.
This is a sub-$100 note. My advice would be to hold out for a nicer example. There are plenty of these 1918 $1 FRBNs around.

A mistake some new collectors make is buying an unattractive note because it's inexpensive and then tell themselves that they'll upgrade down the road. Buy it once. Buy something you'll want to show off.

Good advice Steve. I rarely buy coins or bills with any real value online unless it comes direct from the mint. With the amount of questionable sellers out there right now, I can't take the risk of making a mistake on paying way beyond what a bill is worth. I understand Sellers need to make a buck too but selling an ungraded bill for way above it's value ($50 to $70) seems a bit extreme...but maybe that is the norm? I know my safest option is to educate myself on grading and value. Caveat Emptor right?
