I looked at First Commemorative Mint's offerings. I think that the seller of this bogus 3-leg obtained one of their COAs to lend an air of legitimacy to his auction.

That's an interesting certificate of authenticity.
It only guarantees that somewhere in your collection you have a legitimate US mint struck coin. I imagine the person that bought this coin has at least one genuine coin in their collection, but it isn't this one.
