Argentina. My Spanish is not very good but it could be that the Mercedes company started a plant there with the military.

This is a medal that is commemorating the opening/building of the infantry barracks in the town of Mercedes in Buenos Aires province. So I'd say you have a beautiful military commemorative medal.

It seems that a few new barracks were opened that year.

Argentina was in process of building and modernizing all parts their military forces during the years prior and after this date. They do have a very interesting history.
