Dearborn calls this. The "Orange Peel" look is caused by Die Deterioration. https://www.error-ref.com/orange-peel-texture/

@Marve65, That was supposed be, "possibly an acid dipped coin". Sorry, sometimes the fingers and brain just don't coordinate the way they should.

The Obverse looks pretty good. All I'm seeing are a few minor Rim Hits. The Reverse, to me, looks pretty rough. Numerous bag marks in all areas. I would go MS63, possibly 64.
