I know most don't like coins ty hat are cleaned. Is dipping considered cleaning? Does it bring the value of the coin down?

That's what I ty thought but I've been told by some that all 3 aren't needed to be considered full band. Think that's why I'm a little confused.

What are the rules that identify...define if a Mercury has full bands...full split bands.... I've heard several explanations but am still not clear on it. Is there one solid rule to identify if they are fs or fsb? Thank you all for your help and information.
