This 1982 50c coin which sold on The Purple Penny appears to have a similar flaw which was described as a 'sub-surface planchet flaw that has shown itself as planchet bubbles'. https://www.thepurplepenny.com/prod...bbles-error/
Nice additions triggersmob but I'm not entirely sure about the Melbourne Centenary coin. Have you checked it's weight? From what I can see, there are two main areas of concern.
The first is on the obverse where the robe doesn't appear to extend all the way to the rim while the second is the lack of detail showing on the reverse where the hand is very faint and the horse's stomach is very flat.
I can't see how this could have occurred in the minting process. Being centred and round would just be coincidental as coloured $2 coins didn't appear until 2012.
There does however appear to be a small lamination error on the obverse.

I don't think so ... if it was a double dot the dot would not be off-centre but rather would be positioned directly above the middle of the 'N' in ONE.

Hi Wardog and to the forum! That's an interesting find but it's a little hard to see what's going on here without having the coin in hand. Any chance of some closer views taken from a few different angles?
