F-15 and F-12 both were cleaned. Look for a 7/7 on the 1887.

No coin with that amount of wear should ever be graded F15.

It's hard to guess ICCS grading at the moment but what I do see is a distraction in front of the mouth and several other on the bust. The bust looks busy compared to the rest of the coin. The reverse is in great shape. I will bite and say this coins should be a 64.

I'm with doubleeagle, I see what appears to be two raised points near the area where the dot should be but not in the right spot. If you were looking at the 7 vertically, the dot should align with the point of the 7. Perhaps a closer image of the area would help.
