They are still running COPE production lines, but those are limited to the 32-note sheets.

So, I just received my three-coin proof set today and I noticed that it did not come with a COA. Did this happen to anyone else?

I live in the Boston area and I haven't seen any Series 2021 noted here.

Yes, but they're not the new Series 2021. I wonder if they printed more sheets of the older series, or did somebody just find them in a warehouse?

I'm pretty sure the new uncut sheets printed on the LEPE machines do not have a reserved serial number range, so you'll need to be careful when it comes to Series 2013 and later notes.
