What's With The 2019 $1 Coins With Two Different Effigies

The fifth Effigy as shown above is actually the sixth Effigy or 6th Portrait. although the Vladimir Gottwald 5th Effigy did not ever appear on a 5 cent coin due to it being a one off on the 2000 Royal Visit 50 cent.
I know it is confusing but the effigies go like this.
Gillick - 1st portrait of Queen Elizabeth II facing right wearing a laurel
Machin - 2nd portrait of Queen Elizabeth II facing right wearing the Girls of Great Britain and Ireland Tiara
Makleouf - 3rd portrait of Queen Elizabeth II facing right wearing the King George IV State Diadem
Rank-Broadley - 4th portrait of Queen Elizabeth II facing right wearing the Girls of Great Britain and Ireland Tiara
Gottwald - 5th portrait of Queen Elizabeth II facing right wearing the Girls of Great Britain & Ireland Tiara.
Clark - 6th portrait of Her Majesty Queen Elizabeth II facing right wearing the King George IV State Diadem and the Victorian Coronation Necklace.
Not sure if you guys have ever seen this coin it is a beauty with all 6 portraits as used on Australian coinage of Queen Elizabeth II. It is the reverse of a Tokelau $5

I know someone who went to the event where they were actually available. They lived in Canberra at the time and picked up two of them for me. They estimated that there were about 250 people there at the time wanting to get the coin. Estimates I have heard was that about 600 were actually issued. That is the mintage figure shown on Numista. They are rare as hens teeth and cost a fortune on Ebay. If the RAM actually made 5,000 of them they must be hiding the other 4,400 somewhere.
