the mark on the rim reads "Argent" the French term for silver. the obscured section in front of it most likely will tell you the percentage. The most common are .950, .925 (sterling) and .800.
The "record and destroy" ring comes from an old set of automobile keys. The code on it (0416) was the code needed by a locksmith to reproduce the key for the car without actually having a key to copy.
Not to tell you what to do but have you tried to find the family of the man it was awarded to? My grandfather's was stolen back in the seventies and I would be eternally grateful is someone were to return it to me. I found a special Mason/s medal with the recipient's name engraved in it a while back and as a result of listing it on a coin forum I found the gentleman's family and was able to return it. I felt much better returning it than I would have selling it.

The show type you are talking about usually try to cut the price they pay pretty low. you might want to wait until the 17th and sell your silver to one of the coin dealers that will give you a better price.
I have never heard of a show that CHARGES for you to enter an exhibit before. Even the big ANA shows don't charge for exhibitors. Exhibits bring people into the show and they make money from your being there.
Be sure to open the links on how to prepare a winning exhibit. the link on display case size is pretty standard for all exhibits as most exhibit rules are spun off from the ANA regulations. My son is preparing for his secong go a exhibiting the end of July.
As for the condition, most notgeld did not circulate much. My collection is enough to fill a shoe box and virtually every note is in the same condition as yours. I do not know the specific note that you have but my entire collection Iaveraged about 50 cents per note to purchase. That is part of why I fid them fun to collect.
The ammo used in a war would have pushed that dime right through the leg. This is a Quarter shot 3 times at 100 yards with a .22, much less powerful than a combat round.
