1985 D Dime Weak Strike ?

I was going through some change and I believe I found a weak strike on this 1985 D Dime. I looked online for comparisons and found some that look very similar. Is this an error that adds any value or is it even rare?

This 'could' be a weak strike, but I'm not too sure about that, I may have to research it a bit first..

I would think it is a die misalignment issue.
